Families Australia, through the National Coalition on Child Safety and Wellbeing, is inviting input to help inform the development of the Second Action Plans under Safe and Supported: The National Framework for Protecting Australia’s Children 2021–2031.
About the targeted engagement
The Department of Social Services (DSS) is coordinating targeted engagement to inform the development of the Second Action Plans under Safe and Supported: The National Framework for Protecting Australia’s Children 2021-2031. The targeted engagement process will help test and refine priorities for the Second Action Plans, identify what is working, where further action is needed, and what should be prioritised in the next stage of national reform.
The Second Action Plans will be developed through existing Safe and Supported governance arrangements, drawing on evidence, engagement findings and stakeholder feedback gathered through the targeted engagement process. The Second Action Plans will guide implementation of the National Framework from 2027-2031.
Governments will consider information from this targeted engagement process alongside the consultations undertaken as part of the Second Action Plan under the National Plan to End Violence against Women and Children 2022-2032 and the National Strategy to Prevent and Respond to Child Sexual Abuse 2021-2030.
The targeted engagement for Safe and Supported closes 30 September.
How to participate
To support written responses on the Second Action Plans for Safe and Supported, the Department of Social Services has made available a Discussion Paper.
To provide a written response, upload your submission to the Department of Social Services by 30 September. The Department of Social Services submission webpage includes a Privacy Collection Notice and consent information about how submissions will be handled. Submissions may be provided anonymously or in a de-identified form if preferred.
Families Australia is working to support governments’ engagement with sector, research and community partners and will prepare a Submission to inform development of the Second Action Plan.
Bringing together expertise from the National Coalition on Child Safety and Wellbeing
Alongside this public consultation process, Families Australia is working with the Steering Committee for the National Coalition to facilitate targeted workshops on cross cutting issues related to Safe and Supported.
Workshops will help inform the next action plans, bringing together practitioners, researchers, experts, people with lived experience and advocates from a range of sectors and perspectives.

Informing the Aboriginal and Torres Strait Islander Second Action Plan
SNAICC – National Voice for Our Children, together with the Aboriginal and Torres Strait Islander Leadership Group for Safe and Supported, is leading a program of consultations to inform the Aboriginal and Torres Strait Islander Second Action Plan. Families Australia, SNAICC and DSS are working together on the parallel targeted engagement processes to enable a wide range of views and voices to be heard. Coordination is also supporting streamlined information gathering processes.
